United Club Infinite Card - Redeem 35,000 United miles to pay for annual fee

Does anyone know if this is still available to pay the $525 fee for 35K points on the United Club Infinite Card?

But I wasn't sure if still valid.

Also, how do pay with the 35K points if you don't spend the $5K to trigger the sign up bonus by the time annual fee is due? Do you merge older account that has a balance to this account?
