Ok, but is just the requirement of specifying a reason the differentiator? Wouldn’t someone capable of requesting a ballot and submitting it fraudulently be able to specify a basic reason then as well?
Question: “Why do you need an absentee ballot?” Answer: “Voter is deceased.”
I’d think COVID would be a larger reason there are more mail in ballots, especially among Democrats and seniors.
