To host/upload any kind off file go to godaddy.com, who have an excellent customer service and good price.
There is one.com which has very fast servers (europe based), but only allows the kind of files which are part of regulars sites, meaning, not avi, mpg, mp3 and so on,
but it only costs euro 1.25/month (=$1.87 now), which is $22.44 a year, which I hope is withing your budget.
