You know that's not true. I said capitalism will cause providers to rise to the offer to vaccinate people and make money despite the conditions of locating designated candidates.Billing insurance medicare etc. Why did you think they were doing it until now?
While we can all argue here, The DATA and SCIENCE is definitely on his side as thru the whole pandemic.
That works great for large providers but not for small ones who can be risking more than their potential profits and may not have the network to be so clear that they can administer enough to the irght people. THat is a recipe for it to become more difficult to find and less widespread.
More than half of NYS can easily get the vaccine in NYC. It will be months before that’s an actual issue.
So now it is their job. Nobody is forcing any facility to administer vaccines. The government will allocate the vaccines to those willing and able to administer them to the correct priority groups.

This is completely irrational nonsense. If a facility thinks it can vaccinate 10k, they will order 7k because they will make sure they don't get fined. And voila! Cuomo just slowed down the vaccination process by 30%.
This is only true if there are enough doses for every facility to get all the doses they can use. Right now there aren't nearly enough doses available.
Yet these facilities have a large amount of doses not being administered. So if I’m a provider & I’m afraid of being fined I’m going to order only what’s guaranteed to go & just turn everyone else away.
