I know you hate Cuomo, but society is better off if the hospitals who are managing to use 99% of their vaccine allocations are the ones to get more allocations. Finding eligible candidates isn't an unfair burden.
If NY were a country, it would have one of the worst Covid responses in the world, by virtually any metric.
We can argue about this ad infinitum but NY isn't a country, and doesn't have jurisdiction to approve testing technologies and border closures, amongst other differences (like inability to create currency).

Because the vaccines were given to providers without any conditions on when they use it, so they had little incentive to rush. That's changing, and that's a good thing.
that will entirely depend on the risk/reward assessment. If we limit it to only providers who KNOW they can use every single vaccine then that will prevent the vaccine from being readily available for those who are eligible.
I disagree. The priority group is large enough. Enough facilities will risk a $100k fine and attempt to find eligible candidates. I doubt it's very difficult.
