If a country is described as being a capitalist economy, that does not have to mean a pure free-market economy with absolutely no regulation.
There are many variants of capitalism in existence that differ according to country and region. They vary in their institutional makeup and by their economic policies. The common features among all the different forms of capitalism is that they are predominantly based on the private ownership of the means of production and the production of goods and services for profit; the market-based allocation of resources; and the accumulation of capital.
You seem to have decided on your own definition of capitalist society/economy, regardless of actual usage of those terms.
ETA: I should add that I'm not saying any of this as an endorsement of Cuomo's handling of the vaccine rollout. I'm simply correcting what seems to be a pretty clear misconception by some members as to what these terms mean.
