What does this mean? Is there another report where they will make that decision? If the AG doesn't prosecute, who does?

My guess is that it's up to the AG to decide, based on this report from the (independent?) investigators.

Nope, the AG said she is done. It is up to local prosecutors in each jurisdiction to decide if they want to prosecute. The investigators themselves were independent, the report is from the AG's office, and she said it is not her role to prosecute or do anything further.
