Who knows?? but I think it's a listing error not a price mistake, so 90% not getting honored.

I think it may be a price mistake as it gave free shipping for 7.99, sounds like in the system it should have been more than the 35 needed for fre shipping

It's almost definitely a price mistake, but the free shipping is not indicative of that. The $35 for free shipping is not generally applicable to third party sellers on Walmart.com.
