The article only mentions NY as a place where one can change their vote. Are you suggesting NY is in play? Are there other locations not mentioned?

Connecticut, Michigan, Minnesota, and Wisconsin all allow voters to change their absentee vote after they have cast a ballot.

In Florida and in Pennsylvania you can also change your vote that's where it makes the biggest difference

I don't know, but it doesn't need to be lagging by much. with 7.5m+ ballots cast, the 500k being at 100%+ don't significantly change the statewide average.

It's now 54-45 with 1% unknown. It's not significantly different than 2016.
