There are still ways to earn miles with Hertz via specific arrangements they have with airlines, like Aegean.  For example, Aegean has a Hertz portal that specializes in rentals for Greece and the surrounding countries (they even had the best price by far for my recent visit to Serbia, by the way) that gives Aegean miles and other perks like upgrades depending on Aegean status and rental duration.
