Does paying my Amex bill from my new Citi Gold checking account qualify as an electronic bill payment?
As long as you used the online bill payment functionality. You have to use "Payment" from citibank online... where you add a payee, and go through the process to set up a payment. "Transfers" are not payments. If you click Payment and make yourself the payee and send yourself a check for $1 from the checking account, that is a bill payment. Setting up an automatic transfer that actually pays a bill through an automatic debiting process is NOT considered a bill payment.
Also, if you didn't receive this offer you will be kicked out of eligibility, it is a targeted promotion for card customers. There could be a chance you can get an exception granted if you find the right reps and make a big enough stink, but you won't get the reward through the normal process.
By the way if you open a citigold, do 1 bill payment per month (like I said you could send yourself a $1 check) and a direct deposit (any amount), open a linked savings account and set up autosave (a recurring online TRANSFER from checking to savings also for as little as $1) you can get yourself 1,300 points per month. It's part of Citi's new reward matrix for checking behavior starting December 9. You can get even more with linked loans/mortgages/etc.
