Kol Haolam has much better verbiage. They aren't targeting the schools even if they are closed. They are sending out untrained inspectors with no idea of what they should actually be doing.

Maybe there is an issue with how to define open or closed if it was a grey situation, but here they were clearly closed. You have to be a dumb___ to think you should fine them, even if you don't have a proper protocol.
