Couldn't find a thread about this.
My brother was charged a ridiculous tax of $350 at CUN airport for 1 cartons of cigarettes.

Luckily he paid with a chase card, how do I go about disputing the charge?

Seems like bringing more than 1 carton is 550% tax. Is that what he was charged? Under what grounds would you dispute?
