I don't know, but it reports I've seen (including from Jake Tapper who is no fan of Trump's) say that Trump told them to get the troops out of Afghanistan, and they refused.
Presidents don't just replace Cabinet members on their way out of office. It doesn't happen. And the entire civilian leadership team at the Pentagon? It's unprecedented. Unless it serves an actionable purpose within the next 10 weeks, it does absolutely nothing other than make transitioning to the new administration infinitely harder. You can't say this is business as usual.

Thats a lot but far from everybody. Isn’t Chief of staff melodramatic? Wouldn’t that be a given to replace when there’s a new Secretary?
