My guess is you could've filed without paying and then would only pay once. Same as with income tax, even of you don't have the money to pay, you need to file by the deadline.

Didn't even hear race was a factor. All these junk fees affect everyone. Whether talking about event tickets, resort fees, airline fees (which are the least problematic, IMHO), and cable termination fees. I'm shocked it took until now for someone to challenge the event ticketing and hotel industries for their blatantly misleading pricing. I don't understand how it's allowed to go on, when misleading advertising/bait and switch was banned over 100 years ago.
