IMHO NATO takes no actions without input from all. Within that 'ALL" I am going to guess the US carries the most weight.

An example is SWIFT. It is no secret the US wanted this from the start. Several NATO would not go along with it but are coming around.

Yes they are uniting in reaction to the Russian invasion. That would mostly mean that circumstances are uniting them. It could be that there are some behind the scenes negotiations where Biden is facilitating this but that remains to be seen.
