I see but i doubt that you will get that price when you get there they will make issues ive had that problem

Which card? As far as I can see, all Capital One cards exclude Israel from CDW coverage.

in israel only this company does for less there is no usaa or things like that

USAA isn't a workaround of the law. It was only made possible BECAUSE the law is you must rent to 18 year olds in NY. Its a workaround of a private companies fee; the same as any other deal posted.
