Being an election law expert doesn't really qualify somebody to opine on Trump's motive anyways, it has nothing to do with law.

How did CNN come into the story? It's like Obama and Soros became synonyms for 'bad'. A lot easier to through in 'Soros is being it' than justify a claim

Election law experts are qualified to provide insight into the actual legal merits, and lack thereof. They aren't uniquely qualified to opine on what is motivating Trump to pursue his claims, although their insight may be interesting.
