They all do, however, it's almost 2x more expensive to do one-ways. Would try looking into UHAUL, have found it to be cheaper for one-ways.

I called National to book the free day for a one way with Enterprise but they still charge a $150 drop fee in Canada.

I did Canada to Canada. National worked but Enterprise didn’t.
