I don't know of one, but you could start your own.
Be sure of your facts. have proof. have tried to solve it privately. threaten him with exposure first. then go for the shame tactic.

I obviously did try to resolve it privately. It's at the point where he's ignoring my phone calls, text messages and PMs. I know that he's receiving them because I see that he is active here. This is somebody with about 300 posts (give or take 100) so he's not a major contributor but does randomly post his 2 cents.
I'm thinking that if I create a new thread and say over the story without revealing who it is rather asking/seeking advice IF I should reveal the name or not, the guy will get scared and pay up. You guys don't think this is a good idea?

If you do it without revealing who it is then I would think that is fine. I just don't think you should reveal his name before speaking with a mod.
