Booking Flights Now (November) to Israel For Late July

Since there are some good deals for flying NYC-TLV-NYC now, would it make sense to book so far ahead and hope the country will be open for regular tourism then?

My specific quandary is to book with United and if we need to quarantine in Israel (which renders the trip worthless) ask for an Electronic Travel Certificate to use for the future. But by booking now, we lock in a great price if the country is open then.

Any advice appreciated.

also united dont officially give etc, you need to push the agent for one, and you can never know of they will decide to get strict with it. thats the biggest risk factor so far for me..

Interesting, because when I just spoke to United representative about this he made it sound like I would have no problem requesting an ETC.
Are they not fully honest about this?
