Flying to Dubai with an Israeli passport?

Hello,

I have a friend in New York who only has an Israeli passport (no US passport) and would like to fly to Dubai next week. Do you know if he can do that without going to Israel (he wants to avoid the quarantine)?

Why not? Why would he need to fly to Israel first?
Of course he can fly direct from the US to Dubai.
Not only that, Dubai is green country. Meaning he can travel to Israel from Dubai without quarantining in Israel if he was in Dubai for 2 weeks or more.

He only has an Israeli passport (not US) and my understanding is that Emirates or other airlines might not allow him to board their flight.

This was probably before the peace agreement. There shouldn’t be any difference flying from Israel or the US

It does not seem to be official yet. They don't seem to deliver tourist visa.

Any travel agency you could recommend?

For the time being the airlines are responsible for 'sponsoring' the visas of Israeli tourists.
So I would have your friend reach out to the relevant airline to verify.

I'm not sure "responsible" is the correct word. As of now, the airlines are offering that service in order to fill the planes. In which case, an airline not currently flying to TLV such as Emirates might not be offering that service.

When you fly out of Israel the airlines ask the passengers to fill out a basic form at least 2 days before the flight and then they ask for a visa on their behalf.

Why not fly direct NYC-DXB?
Just reach out to Emirates to ask if they can request a visa on his behalf
