Yes, I assume this is the case. But it’s still bad that people are testing positive. Bad for transmission reasons and herd immunity.
Could be it’s only an issue for seniors and transmission still less likely among young vaccinated people.

I'm no statistician, but wouldn't it be a statistical impossibility to have a cluster of cases in one specific place be part of 5% of millions?What's more likely, an issue with the way these specific vaccines were handled/administered, or an anomaly not replicated anywhere else?
