I don't know anything about him but my understanding is that nursing homes and similar facilities have access to doses and some are giving to friends and family.
I actively searched for availability and made sure to be there when a close connection at CHEMED informed me there were expiring doses available at the end of the day.
I was actually at the site and prepped for the vaccine last week but they refused to inject me as I was within 14 days of the flu shot.
I think anyone who tries hard enough and is flexible at this point can get the vaccine, at least in Lakewood and Brooklyn. All of my relatives who tried hard enough have been vaccinated with at least one dose.
