Not to be confused with the Russia Hoax!

Can someone explain why it always seems to be one sided? The only attack I ever heard of America doing was Stuxnet against Iran. Does America ever retaliate when it’s china or Russia?
Is a cyber attack a declaration of war?

Do they have computers in Russia? Is the power running?

Stuxnet was an attack, this is just information collecting.
