I'm pretty sure the Ohio department of health doesn't require masks. (They do require plexiglass around the desks).
I believe it was the parents that pushed for the masks.

Yes, if worn properly. The issue with poor ventilation is that you end up with a room filled with COVID particles floating around, so even if people are distanced and wearing masks people are bound to breathe in the infected particles.
