Is the CCS the universal non-tesla charger? What's going on?
Yes ccs is the standard plug type for every new ev besides tesla, in Europe the government regulation requires that every ev use the ccs standard so European spec tesla's use the ccs plug.

Level 2 charging doesn't have the 2 extra pins at the bottom of the ccs plug which are used for high speed charging, instead it only has the top round part of the plug and would typically take between 6 to 9 hours to fully charge a battery depending on how big the battery is and how much current is being delivered to the car.

I hope you have level 2 charging at your house because the public ccs charges are a mess at the moment, many of them are out of order and the companies can't get the replacement parts to fix them

do they normally come with purchase of new car?

No, in most cases you will get a level1 cable that plugs into a 110 outlet and takes forever to charge.
Level2 charger you need to purchase it separately and in most cases will need an electrician to install it.

In South Florida I have no issues with working CCS fast charging or free level 2 in my neighborhood. At work I am able to plug into a wall outlet in the garage and get 3.1 kWh per hour level 1.

I've never had a problem with CCS charging. I'm from Lakewood so most of my travel is through the GSP which now has incredibly fast 150kw Electrify chargers off exit 100b. They also have 150kw Electrify near Monsey right off the Tappan Z. I haven't really found 150kw near Flatbush, but there is a 50kw at Walgreens near Prospect Park. That covers pretty much anywhere I'm going with my car.

how is the Kona 2019-22 eligible for for federal tax credit if taken between 8/17/22 to 12/31/22? are they assembled in the us? if so why is the 2023 Kona not on this list?

If anybody in the market to buy a 2023 Bolt might be a good time now.  I put down a $500 refundable deposit at Seacoast Chevrolet and they confirmed my NJ $4000 rebate eligibility.  It should be ready in 2 months and hopefully i can then pick it up in 2023 and make use of the $7500 federal tax credit(hopefully).  The out the door price they told me was approx 29K so with all the incentives its possible to get this car effectively for approx $17500!

and they said  thats without any Jan-Feb GM incentives that might be applicable then like the possible $500 costco membership discount.  Lastly they said GM pay for the installation of the level 2 charging unit at home etc...

Can't get the tax credit in 2022?
