What's the difference if you earn 1 point per flight and require 50 for a free flight, or if you earn 500 per flight and require 2500 for a redemption.
I can think of a few differences.

What @Chaikel and most CAN agree would help ELAL grow their business and bring value to their customers would be a stong reciprocal partnership with other regional airlines that would help grow network and change the face of the Eurasia flight network. A lot of potential but as others have pointed out would need TLV visa free transit zone to work.   
Big Q rn is can Rosenberg/ New ELAL management pull off some deal-making the likes of AA??
If Elal can integrate with Emirates and others like AA are doing with Jetblue & Alaska would be a home run.

I don't think their ff program should be targeting the average annual coach flyer. To get those passengers they need to offer competitive net fares via agents. If the fares are published, chances are that DL and UA will match within minutes. They should also offer more competitive pricing on open tickets for students including more luggage.
 
Re service, does LY have a dedicated phone number for high status accounts (with courteous, super nice agents)?
Perhaps they should add a few more perks for Gold tier members (including the dedicated line) Those clients are not as "invested" in the company and more likely to switch loyalties. 
And marginalizing on the care aspect, once they are fully operational, they should have those reps call all high status accounts to let them personally know that they've extended their status and offer to resolve any outstanding issues with refunds or mileage redeposits...

There is a "VIP" phone number which covers Platinum clients (I believe it might also cover Gold, i don't remember). Wouldn't call it super nice but definitely courteous.
Then each Top Platinum has a dedicated agent at LY, which is part of a team of 10 agents covering TP (atm 9 out  of those  10 are on unpaid leave).

So I wouldn't change that part of Matmid

Perhaps this recent thread of Dan's is a sign that he will take on the role?  ;D

I wonder if we'll see a U.S. person take on the role with more modern thinking about the program/card offerings.
