So he is signing executive orders undoing Trump deeds. this is a vicious cycle. 
I think we need:
A. longer presidential terms,
B. presidents can't just undo their predecessors actions so easily.

It's very simple. It's the legislative branch that's been broken, which is why the executive branch has tried to fill the void with EO's.
