Spoke with Hertz at JFK....no liability coverage is inlcuded whatsoever...neither does Amex provide any....if you don't have private auto coverage and want to have liability - which is more than a good idea - you must buy it for $12.95 a day....I think better safe than sorry...
Good sales person, he made a good sale on you from selling you bs...

joey89 is right.

I once posted what the required minimums are in each state. Maybe someone on a PC can link to it.
Always wondered: is the state minumum based on the state it`s rented in or the state the car is registered in?

I assume it's state rented in (and therefor all cars rented in CA have different laws, liability is cheaper b/c they r not mandated to give minimum coverage. no matter what state the car is registered in)

Here is the wiki

Just note that by law all states (excluding California) have to include the minimum in the rental contract, however in some states it's primary and in other ones it's secondary

They r mandated to include minimum liability, (in N.Y. It's 10,000). which is not nearly enough if there is a lawsuit and you don't have personal insurance,

in NY the 10,000 you write is for property damage, but for personal damage you cause it's 25,000 per person up to 50,000

liability is not cheaper in CA at least from Hertz, it's 13.95/day while in NY it's 12.95/day and other states that I have rented in, (NJ and IL) it's also 13.95/day

and yes, it goes by what state you rent the car in regardless of what state the car is registered in, they usually make the contract before they even assign a vehicle

are you sure it's that much....it's not $1M but for minor accidents it would prob be enough

Up to 25k per person
Up to 50 per accident. In bodily damage
If you total a car, 10k is not getting you anywhere.
