The only flights currently crossing Israel borders carrying passengers are Israir to/from Frankfurt & ELAL to/from NYC.
Departing from Israel:
1. Foreign citizens who are not Israeli citizens or Toshavei Keva are permitted to leave Israel.
2. Israeli citizens: If traveling for a funeral, medical procedure, a legal proceeding or to return to one’s home, one must fill out this affidavit https://chaimvchessed.com/wp-content/uploads/2021/01/00225-EN-%D7%98%D7%95%D7%A4%D7%A1-%D7%94%D7%A6%D7%94%D7%A8%D7%94-26012021.-.docx-1.pdf. If traveling for any other reason, one must obtain special permission, via this application.
3. Dual citizens: Israeli citizens who also hold foreign passports, should be subject to the same rules as Israeli. However, many have simply presented their foreign passports and been permitted to leave.
Entering Israel:
An Israeli or permanent resident who departed Israel prior to January 25th, 2021, and received approval from the Exceptions Committee.
Passengers who received a permit to enter Israel as detailed below:
Entry to Israel is permitted only to holders of Israeli citizenship and to passengers with an approval permit as detailed here >> https://www.gov.il/en/departments/news/border_closing_coronavirus_14062020
A person will not enter Israel unless the Exceptions Committee has approved his/her entry into Israel according to the criteria published on the Ministry of Health Website https://www.gov.il/en/departments/news/05022021-02

The restrictions and requirements are valid until Saturday, Mar. 6, 2021.
ELAL flights schedule:
From Tel Aviv to JFK:
Flight LY003 will operate on February 13 at 11:00 PM
Flight LY003 will operate on February 15 at 11:00 PM
Flight LY003 will operate on February 18 at 11:00 PM
From JFK to Tel Aviv:
Flight LY010 will operate on February 13 at 11:50 PM
Flight LY014 will operate on February 15 at 12:00 PM
Flight LY014 will operate on February 17 at 12:00 PM
Flight LY012 will operate on February 20 at 11:00 PM
Tickets are $600 each way.
The ELAL tickets can be booked via the EL AL website, a travel agent or through the EL AL WhatsApp service at 03-9771111. You must enter a request number at the beginning of the call: 15684 in order to reach the representative who handles the special authorized flights.
Israir is operating daily flights from TLV to FRA & return. They are also operating some flights between TLV & Warsaw & Chișinău. The Israir tickets can be viewed & booked on https://www.israir.co.il/
Israeli citizens wishing to enter the country are required to undergo a negative corona test performed 72 hours before the flight *** All passengers must complete a health declaration 24 hours before the flight date.
