By threatening to nuke it like the Republicans did to confirm judges. I believe there are also some crazy ideas of how to stick statehood into reconciliation, although I did not look into it.
Both highly unlikely. The second is probably not possible.

I believe there's precedent for this. DC originally included land from both MD and VA. The part that was from VA was returned to VA.

MD recapturing the land is the obvious and fairest solution to the key arguments. But MD supports the unstated reason (increasing D senate seats) so that wont happen. I'd suggest that Texas or Alaska split to pack the Senate too.
