I didn't watch the video yet, but this what he is great at.
Grady is awesome. All of his stuff on public works - what the infrastucture we see around us all the time does and how it works - is phenomenal.

Grid operators do this in urban areas all the time all summer long. Occasionally there are rolling blackouts too. That said, ERCOT could have done a better job of scheduling maintenance of power plants. Yup the regulators are incompetent. Shocker.

The way they deregulated in TX is not totally innocent, but it is much more complex than the hacks on either side will make it, and their using this to advance their own agendas and their blindness to anything that doesn't fit their existing opinions will prevent the real issues from being fixed (as usual).
