Grid operators do this in urban areas all the time all summer long. Occasionally there are rolling blackouts too. That said, ERCOT could have done a better job of scheduling maintenance of power plants. Yup the regulators are incompetent. Shocker.

Those who think regulations are the greatest thing since sliced bread will continue to blame deregulation for everything that has nothing to do with regulation.

The way they deregulated in TX is not totally innocent, but it is much more complex than the hacks on either side will make it, and their using this to advance their own agendas and their blindness to anything that doesn't fit their existing opinions will prevent the real issues from being fixed (as usual).
