Google Voice may save a number as a home number, and in that mode it will not allow you to forward messages. In order to change that there's an option in legacy site.

Hi,
I'm having trouble setting up google voice to make outgoing calls not through the internet. (I'm trying to get free calling to Canada) Even when i set making and receiving calls using carrier only it still doesn't work.
Are you getting an error? Is phone not calling? Please specify the problem.

Google voice needs a drop of internet to initiate the call, but once your connected it won't be using data

You can call your Google voice number and and put in your pin, I haven't tried in years so YMMV.

You have to set up a pin online.

 But if you have the app why don't you just go in there to see your missed messages and calls?

I'm trying to figure out how to make it work the old way where dialing my gv number allows me to make calls thru it. Now when I dial it, it just rings and rings.
