Google Voice may save a number as a home number, and in that mode it will not allow you to forward messages. In order to change that there's an option in legacy site.

People haven't been receiving my text messages the last few days and I'm seeing a pattern that those with tmobile are not receiving them. Anyone else have this issue? Any idea how to fix this?

I have experienced messages not going through to T-Mobile. Figured it was just a Google voice issue...

Contact Google Voice support, they are pretty easy to get in touch with (email or chat).
