Google Voice may save a number as a home number, and in that mode it will not allow you to forward messages. In order to change that there's an option in legacy site.

Im not familiar
Which browser are you using on Android? On most Android browsers there's an option to request site as desktop, that way you got all options that you have on the normal site.

But I see now that the new site does not have (yet) an option to change VM greeting.

So this is ok?
Yes. I went straight to ApkMirror to download it, and it updated with no issues.

Turn off the app's notifications completely.

Or go to app settings, linked numbers uncheck the number, you don't want to get massages, or turn off notifications from the app you don't want

If text notifications come in like regular texts, that would be great.

Supposedly, picture texts will work normally, which is also a big improvement.

The other improvement I would like to see (I don't know if it has to do with the app) would be to have the voicemails coming from a call to the Google Voice # go only to the GV mailbox, and the voicemails coming from calls made to the cell # go to the cell's voicemail.

Unless this is already doable and I'm missing something?

from which phone do you try to remove the google voice VM? Basic phone or smart phone? for smart phone, when you install google voice it asks you if you want to configure you Carrier VM to Google Voice, you can skip it, but you can still change that by going in the phone app settings, choose yuor VM service provider, change that from GV to your carrier.
from basic phone you can remove the call FWD (this is how it works with VZW)

I'm using an Android (Moto G4).

I'm not trying to remove GV voicemail; what I would like is for calls made to the GV # to never go to my carrier's voicemail.

I'm on Sprint.
