Google Voice may save a number as a home number, and in that mode it will not allow you to forward messages. In order to change that there's an option in legacy site.

Spam filter is on but they randomly spoof numbers and I assume it therefore never gets registered.

If you screen calls but don't answer, are they able to leave voicemails?

I think it gets sent to voicemail if you decline it.

just tried logging in and was told my google voice account is suspeneded

Try logging in from a computer with an American IP and see if it gives you options to send them a message

They allowed me to send an appeal but said I violated there terms of service cuz I didn't use it in 3 months  :'(
