Same number , two people

I just got a new number from visible, just to use the unlimited hotspot so I haven't given out /the number. I've been contacted by someone  who claims to have the exact same number and that he is locked out of all his online accounts because any verification codes that is sent to him is really being sent to me. I told him he should call his phone provider so he responded that he did and they say it may be a glitch and theyr'e investigating but meanwhile he is stuck.
1. Is such a phenomen  factually possible?
2. Is there any risk in me giving him the verification codes that are sent to this number if none of my accounts are connected to it?

It’s up to you, but I wouldn’t give since there’s a chance he could be creating an account for something and needs a code. Ask him which online accounts because he can almost certainly call their CS to change the number.

Let him work it out with his provider, but I suggest you get a new number from visible so that you don't have interruptions in case they allow his port back

I would not send him any codes until you know what is actually going on with 100% certainty.

I asked him to call his bank and he said he did but they need two factor authentication which includes his phone number.
He is ready to show me his Id and years of phone bills with att.

Sounds like he’s trying to scam you, sounds impossible. Let him take it up with Visible.

ETA: What is he claiming happened to his AT&T account?

He’s still active on AT&T with your number? Ask to screen share to his computer and for him to log into his AT&T account while you watch. You’d be able to see the numbers listed on the account and the scammer would have a hard time fabricating that.

Even if he was able to do this, I would still tell him to take this up with AT&T, and not give him anything.

Could be it's a scam, could be it's a glitch.
But why should you be involved? Cancel that line and get a new number from visible.

Why should OP have to do anything at all. In the extremely remote chance that there’s truth to it, AT&T would contact Visible and Visible would contact the OP.

If the number is not in anyway connected to you or any of your accounts, (and you don't ever plan on using it for any accounts), you having nothing to lose by giving this guy a chance to prove himself. I don't know if remotely accessing his computer is the smartest thing, perhaps give him some other way of proving himself.

If you access his computer remotely using AnyDesk or the like, there’s nothing he can do to switch sides without permission.
