If you access his computer remotely using AnyDesk or the like, there’s nothing he can do to switch sides without permission.
I'm not sure I'd be comfortable with that, obviously using any trusted remote desktop software you should be fine.

Perhaps you can ask them to let you login to his account as in let him give you the password.

You can make a new login on your computer with limited permissions and do the screen share from there. If it wasn’t COVID I’d say you can try it from the public library.

He can’t use that as proof because CallerID is known to be spoof-able

he claims both, but I haven't asked him to prove it
He texts me from a different number but says it's because his phone doesn't allow him to text himself from his own number

If the number is not in anyway connected to you or any of your accounts, (and you don't ever plan on using it for any accounts), you having nothing to lose by giving this guy a chance to prove himself. I don't know if remotely accessing his computer is the smartest thing, perhaps give him some other way of proving himself.
My far fetched concern is that perhaps he stole a phone from someone and is trying to access this person's accounts after that person cancelled his phone number that was stolen...

Yes, but since I tend to avoid things that I don't understand, I'd probably just cancel the phone # and request a new one, and let the scammer or non-scammer deal with the phone company.

Stop and think for a minute:  What would you do if you didn't receive an expected verification code? 
Would you go to other sites and try to receive additional verification codes?  Probably not. 
Would you go search for another phone, call yourself, in order to discover whether, by some chance, someone else happens to have your phone number?  Probably not.
And if you did call your own number and find someone else answering, would you decide that this is wonderful, now you can trust this complete stranger with the code that is supposed to verify your own identity?  Probably not.

What you'd probably do is call your bank, and they'd verify your identity in some other way, as they did before verification codes were developed.  My bank has asked for personal information that should be known only to the current account holder, such as which branch you originally opened the account in.

IDK what the scam is, but it could be a rogue employee of the phone company or bank or credit card, who actually has additional personal information about you already, even though you're not planning to use this phone to access your accounts.

It could be he doesn't have that info yet, but after you kindly agree to give him the codes, your defenses will be down and you'll agree to give him the additional info he wants.

Maybe a port-out scam, which I don't completely understand, but is described here:

Port out scam is simple, it exploits the extent to which companies trust sms verification.

Someone who has basic info on you including your cell number (bonus points if they have your social and DOB) gets your cell number ported out to another carrier. Your phone stops working, because your number has been ported out (and the line cancelled automatically via the port).

The scammers can then make and get calls at your number and get SMS verification codes to your number. So they contact financial institutions and other companies you associate with and gain access to your account by being able to verify one-time codes texted to your number (which they hijacked).

BTW, @Mf1 you can report this to the FTC.  They won't do anything about your particular case, but they use the information to get a sense of what new types of fraud are out there.

In the end this is what I sent the person:
I hear what your saying and It sounds like your having a difficult time.
However, I will not be able to give you the codes as I know too many people who have gotten scammed by giving verification codes sent to their number. The best I can do for you is cancel my phone account to allow you to easily retrieve your number.

I am always on the lookout for a scam but it has to makes sense too... some explanations sound plausible, some a bit far-fetched. I would also try to help without giving any information. In reality a company should contact you if there was a real issue
