does amount of lost income matter, or only that there was lost income?
and, to use unemployment as proof: case was opened, 'waiting week' was registered, but 'back weeks' haven't yet been certified. is there anything there that can be used for proof?

Backrent is only for missed payments.
If you're still tight you can apply for relief going forward.
rent stubs showing a 'rolling' backlog of about a month each month: would be eligible for one (most recent) month's backlog?

IINM the amount you get factors in the amount of decrease in income, so if it was small you won’t get much.

This time you get up to 12 months backrent that's outstanding. There's no calculation like last time.

In some states, landlords with one or more eligible low income renters, can apply to get reimbursed for up to 80% of each eligible renter’s unpaid rent between April 1, 2020, and March 31, 2021, if the landlord agrees to waive the remaining 20% of unpaid rent for that specific time period.  This sentence was taken from here

Is this the same program that @cgr is talking about? 
In order for the landlord to receive these rent payments in NY does he have to forgo 20%?
