Is this the same program that @cgr is talking about? 
In order for the landlord to receive these rent payments in NY does he have to forgo 20%?

Yes. In NY they attempt to contact the landlord for 180 days before they release to the tenant though.

Basically if it isn’t a lot of money and it puts a paperwork burden on the landlord they might not do it.

There's not a lot of paperwork involved for the landlord.
Proof of the landlord not accepting the funds can be held against them in eviction proceedings.

I was approved in NJ, however my landlord didn't want to fill out the papers, and eventually they denied me because of that

Correct.
In NJ some counties are also running their own application with no lottery (Ocean County included).

In New York? The answer is no but they both have to work together our office has been doing it now since the 1st when the program opened.

Try to make a deal with your Landlord especially for those who pay in cash.

Unless the landlord has all tenant info then tenant first, then landlord.

Just want to point out that any ERA payments made cover the full rent owed, and landlords may not request additional payment or apply the payments to other (previous) months. Additionally, late fees must be waived for those months.

If you can work it out to back log as if you didn’t pay.... split the profits with him.

I don't think this should be discussed on a public forum.

There are families who haven't been able to pay rent in months, and they and their landlords are over the moon about this program. If everyone who paid rent starts making under-the-table deals to have their landlord sign that they didn't pay for the last few months, those who really need it will have less of a chance to get funded- remember, there is limited funds availble, even if it will last for a few weeks at least.
