I don't think this should be discussed on a public forum.

There are families who haven't been able to pay rent in months, and they and their landlords are over the moon about this program. If everyone who paid rent starts making under-the-table deals to have their landlord sign that they didn't pay for the last few months, those who really need it will have less of a chance to get funded- remember, there is limited funds availble, even if it will last for a few weeks at least.
And what about the people who ripped themselves apart to pay because they were scared to loose their roof and don’t have any way to put bread on their table?

It's illegal in either case.
If you're doing it to put money in your pocket because it's availble, it's not fair to those who need it.
If you're struggling and sweated to make your rent, I feel bad for you...

How long after tenant submits his part of the application does the landlord submit his. Is it only after tenant is approved?

In NY? The landlord can submit as soon as the tenant does- basically all you need is the application # to link the two.

If you input your landlords email they do send an email right away, but it doesn't include the tenants application # so it's sort of useless...

We don’t break the law, we utilize it in the right way.
NYS is choking the Landlords, rent stabilization, the new fine law, and what ends up happening is the poor often lowest class pays there rent in full, and the upper class Manhattan tenants don’t pay because there is no court, and we could always switch apartments with so many vacancies. Now they gave out a benefit and who is using it? The upper class because the lower class paid all up because they were scared of eviction, even when they didn’t have the money to pay for bread.

I have a lower class tenant renting a home of mine that I wanted to move into months ago. Stopped paying rent in November, won't leave or talk to me.

Take it up with the US Treasury- they set most of the rules.
The point of the program is really supposed to be to prevent eviction- they're not looking to help the landlord, nor the tenants that managed to pay.

Isn't there any eviction moratorium? I guess you can say it's to prevent eviction once that ends in September.

Correct. Once that lifts if you owe 12+ months of rent, you're not in good shape to stay with a roof over your head (outside NYC).
