They're approving- the older the application the better chance that funds were set aside.

NY has the RAS program for heat arrears.
You can apply for the RAS program by calling 212-331-3126. A live person should pick up the phone immediately, if you have SNAP etc, you give them them your SS and they look up your eligibility in the system, they just ask for National Grid/Con Ed account number and approx. amount owed and tell you to call back in 10 days to check for approval status.
If you don't have any programs than I think you would first have to fill out a HEAP application, not sure.

As per an injunction, NY ERAP will be reopening to new applications on Tuesday, January 11.

The portal's reopening does not provide more funding to NY- all available funding has already been allocated to previously submitted applications that are now in the processing queue. The Judge's reasoning behind this ruling is that a) states that have not managed to use their ERAP funding must send their excess funds to those states that did, of which NY is first in line and b) the Treasury will allow states to apply for additional funding in March. None of these avenues are certain to provide additional funds.

Ha, this is all semantics. Its all in efforts to slow the court system. They are way underfunded for the existing pending applications. Unless they get a huge influx of money, no way will any of these ever see any money. They are merely able to put a stay on pending or new proceedings, waiting to hear the states determination. Essentially an eviction moratorium without declaring one

If you read the actual ruling they were given 3 business days to reopen the portal.

The Treasury reallocated an additional $25MM to NY on Friday, but it's a drop in the bucket. OTDA estimates they're short $850MM.

We are aware of the NY Supreme Court's decision, but have not received any further guidance regarding applications being re-opened.

Basically they haven’t decided how they’re going to react to the decision and what their strategy and stated position is going forward.
