Non-citizen travel to israel

Hoping to go to Israel mid-to-end April.  Is it best to buy (changeable) tickets NOW in case the opening creates a large demand and prices go up?

impossible to know for sure but probably not a bad idea if you can get free changes and you are set on getting there eventually.
