FDR exit 4 or 3 to take the Williamsburg Bridge is history. Now pay $8 for RFK bridge to avoid paying $15 by staying on FDR.  >:(

Will the FDR and West Side Highway be included in the congestion pricing? Or is it only if you exit onto the streets?

The highways that connects right to the bridges, no. If you need to go with the streets then yes. Williamsburg Bridge is out of the question, no highway ramps there. Brooklyn Bridge has ramps. West Side Highway not sure how they view the lower Manhattan portion but there are ramps to the Battery Tunnel and to the Brooklyn Bridge.

Correct.

Several things to note, the toll will be $4 out of peak hours.

Going to brooklyn bridge from holland tunnel will take another 15+ min to avoid the toll via the west side highway. I assume that traffic will increase to at least 25min each way.

Drivers who earn less than $50,000 per year can apply for a discounted fee. Additionally, drivers who enter the congestion zone from the Lincoln, Holland, Battery, and Queens-Midtown tunnels will receive a credit against the $15 fee, since they’re also paying a toll at the tunnels.
