I’m very curious about their (legitimate) medicinal uses for treating mental illness/trauma, very much in its infancy.

Doesn’t seem to have been mentioned earlier, and perhaps the KK doesn’t apply, but there are legit medicinal uses for marijuana too (I don’t mean someone getting a prescription just to legitimize their habit). Does the KK apply to CBD products?

But that's the final paragraph where they actually go into "therefore" mode and threaten ramifications. It seems to me that this was the entire goal of the kk. And the first part is targeting bad actors who sell to youngsters etc, not at those who sell to adults (who can make their own mature decisions).

You're most likely right. I don't speak Lakewood. I'm just reading without local context, aided by clickbait headlines.

I'm going to walk it back a drop. I think it's actually 2 concerns:
1) normalization of it within the broader community (by regular members of the community who sell/use it)
2) which in turn will lead young bachurim to start using. And, (this is their main concern), will cause a serious decrease of torah in yeshivas.
