Although to quote a Chabad Rov on the west coast on a WhatsApp group:
"Besides the rebbe writes (from the tzemach tzedek?) That when there may be clouds etc. we don't need to wait 7 full days and 6 plus days is enough"

That's the molad that was announced. The actual molad was ~10:25 Sat night in Jerusalem iirc. I'm not well versed in why this differs. In any case, why would every place not go according to when the molad was in that place?

Kiddush Hachodesh would happen in Yerushalayim, that’s where the witnesses would testify.
