It is a report sent to the Rebbe after doing a shlichus. Usually one would do it personally, here people decided to do a cumulative report of everyone who did mivtzoim at the march

Lubavitch was against the Agudah from it's inception, so obviously the Lubavitcher Rebbe could not have joined the Moetzes of Agudah.

It is taken to the Ohel. Either emailed/faxed right away or saved until the next visit.

The Rebbe would read reports of all types, and remark on seemingly mundane ones. The Rebbe wanted as much detail as possible.

Are Anash just looked at as a nuisance (or worse) in most places? Are there any lessons to be learned from places where the relationship works?

I don't think 5T is OOT but Rabbi  Wolowik is very much integrated.

many places, seems like Coral Springs has a good relationship @Lurker, I think Pomona seems good. Atlanta I think it’s good there as well etc…

The Rebbe wasn’t on scene when it first started. It was the Rashab who refused to join the Agudah in 1912 (despite the fact that he was involved in the beginnings of it) because he disagreed with them, primarily that he felt they weren’t sufficiently anti Zionistic IIUC. So I’m not quite sure what you’re talking about.

Incorrect. The Rayatz was already vehemently against the agudah and wrote scathing letters to the Gerrer Rebbe and others against the  Agudah.
