Whats the source for Lubavitchers to make a bracha when lighting the menorah in the Park or at any public lighting ceremony not done at a place of residence?

If you want to bring a source from the fact we light in shul, the rishonim say that the minhag was started because there were people who lived/slept in the shul. Even if you want to say it was still done in shul because there was more persumei nisa there, we find that it is a very specific minhag to light in shul with specific rules as to where in shul and what direction it faces and so on and so forth. Where do we find the concept of lighting just for persumei nisa without any minhag for it?

Probably the opposite, they won't light when they grow up so at least let them enjoy the fun when young, especially when there are boys in the house lighting.

Woman have the same obligation as men (Rambam). Married woman fulfill their obligation through their husband (אשתו כגופו). Non married woman should light if the family want to fulfill the mehadrin min hamehadrin. There is a shtikl torah why many single girls don't light (Chasam Sofer, not modest to go outside). When a single girl isn't living at home, loigcially she would have to light.

I think there's no question that if a woman isn't being yotze in some other way she has to light for herself. It's more a question of can/should she light herself even if she can be yotze another way, for which there are various opinions in the poskim, depending on the circumstances.
